Renegades and reapers
The blood-debt, the red name, the search area, the reapers, the hunt's window and the manhunt — and a sentence served as an outlaw.
Killing somebody who was not fighting you makes you a renegade — and in the Safe Zone it also leaves a blood-debt with your name on it. The short version is in "Renegades and reapers" on the Dark Zone page on the site.
Polis stops nobody from killing. It records the killing — and then you are hunted.
Who becomes a renegade
Kill a player who is not a renegade and had not opened the fight, and you are hunted. The hunt is counted only while you are in the world, and paying does not end it.
Past Wall Sina the same holds, except the debt: nothing is owed there. Being a renegade, the hunt and any bounty on your head are the whole of it. And a blow that leaves somebody downed out there counts as the killing.
The blood-debt
Only in the Safe Zone does a killing cost money as well: you owe the person you killed a blood-debt, and it stands for a limited time. The debt ends when you pay it, when somebody collects it from your body — the person you killed or a reaper — or when it expires.
The person you killed may forgive the debt. That does not end the hunt.
The red name
While you are a renegade, the renegade's badge stands before your name — over your head, in the chat and in the player list, and the name itself turns red. Hover a badge to see what it means. A reaper and a judge wear badges of their own, but only the renegade is drawn over a head.
The search area and the reapers
Reapers are elected the way judges are, in the Wanted section. At every reading they are shown your search area, and it is tighter the more you have killed. While you are hunted, the same section shows how long until the next reading: the reapers will see where you stand at that moment.
Reapers are paid on top of what they collect, plus any bounty placed on you. The person you killed sees the same area for as long as you are hunted for it, because the killing is theirs before it is anybody's.
A reaper may hunt openly: their own search area is then shown to everybody they are hunting, and a catch pays them more. A reaper who kills somebody who is not a renegade becomes one like anybody, and loses the seat at once.
The manhunt
The hunt has rungs. At the top a manhunt is declared: your search area is shown to everybody until it ends.
The window
The hunt ends when its window closes — when its time runs out — or when a reaper catches you. While you are offline the hunt is paused. Kill again while hunted and both the debt and the hunt get longer.
A Council sentence
A Council sentence is served the same way: outlawed, in the world, until the time runs out or a reaper catches you. The Council decides only whether you did it; what it costs is set by the published tariff.
Permanent exile is not the Council's sentence. When a case is serious enough, the whole server is asked about exile, and only its vote can exile anybody.
